Pursuant to the state open records act, I request:
 
1a. A GIS, KLM, shapefile or other digital geographical record that reflects the patrol jurisdiction boundaries in which the law enforcement agency affiliated with (the) North Carolina Central University has the ability to engage in law enforcement activities such as traffic stops.
 

Patrol jurisdiction is set out in the Clery Act Campus Safety and Security Reporting handbook as “any property that does not meet any of the Clery Act geographic area definitions, but which is regularly provided with police or security patrol services by the campus agency.”

1b.  If such a digital geographical record is not available, a visual record similarly reflecting said jurisdiction boundaries will suffice. For instance: a photo of a map of your municipality or county, placed on a PDF page, with clearly displayed boundary lines present on the map photo reflecting where the LEA affiliated with the requested institution of higher education can engage in law enforcement activities such as traffic stops.
 
1c. If such a visual record is not available, I request this public body provide me a description of where the above mentioned jurisdiction boundary lines lie - boundary lines reflecting where the LEA affiliated with the requested institution of higher education can engage in law enforcement activities such as traffic stops. If such a description can only be provided via the provision of a tangible record (rather than abstract information), I request you provide me such a record in whatever manner is most cost-effective to me, be it one page or a multi-paged file.
 
* I request you to release all segregable portions of otherwise exempt material.
 
* If possible, I request that these records be provided in an electronic format via email or digital download (via Dropbox, for example). If that is not possible, please provide them to me via mail with a CD-ROM. Please send all requested items via email to dan.bauman@chornicle.com.
 
* If there will be a cost for processing this request greater than $10, please contact me in advance. I would like an itemized list of the request costs, including the number of hours expected to produce the file and the hourly rate of the employee who would be doing the work.

If your agency does not maintain these public records, please let me know who does and include the proper custodian's name and address.
 
If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the act.
 
As I am making this request as a journalist and this information is of timely value, I would appreciate your communicating with me by telephone or email, rather than by mail, if you have questions regarding this request.
